Rep. Ronny Jackson called for removing trans people from "the streets and the internet." The Heritage Foundation petitioned the FBI to designate "Transgender Ideology-Inspired Violent Extremism" as a domestic terror threat. The Trump DOJ suggested revoking trans people's right to possess firearms. These are political claims, driven by political actors, aimed at a specific community. The data is examined here as a political fact check, not a demographic study.
Zero of three major databases show trans people overrepresented as mass shooters. Under the broadest definition (GVA): ~10× underrepresentation per capita. Under the strictest (Mother Jones/VPP): 1 confirmed trans shooter out of 149–201 incidents. In 2020–2025 specifically: 2 out of 3,516 incidents. The claim does not survive contact with the data under any consistent methodology. Nine of ten sensitivity analysis combinations produce underrepresentation.
Ethical note. Categorizing mass shooters by any identity group — race, gender, religion, or transgender status — carries inherent risks of stigmatization. This analysis exists solely because the claim is being used to justify legislation targeting a specific community. Identity classifications rely only on public law enforcement records and court filings. Where sources conflict, cases are labeled “disputed” and excluded from confirmed counts.

Neither confirmed shooter had a motive linked to their trans identity. The statistical data does not support the pattern being cited as justification for these policy actions.
Parts 1 and 2 use 2.8 million as the trans population denominator — the full Williams Institute (August 2025) estimate including binary trans adults, nonbinary trans adults, and trans youth. This section breaks down that figure, then tests what happens under narrower denominators. Using the binary-only figure (1.87M) shrinks the underrepresentation multiplier from ~10× to ~7× all-time. Using the narrowest possible figure (binary adults only, 1,429,000) shrinks it to ~5×. Every denominator produces underrepresentation. Note: Alec McKinney was 16 at the time of the STEM School shooting — if minors are counted in the numerator, they must be counted in the denominator.

Three databases exist because there is no single agreed definition of “mass shooting.” We show all three for completeness. However, only GVA (n=5 trans shooters) has enough data for a per-capita comparison that means anything statistically. VPP and Mother Jones each contain exactly one confirmed trans shooter (Audrey Hale) — a rate built on a single data point has no statistical power and is shown for transparency only.
Adding or removing one case from VPP or Mother Jones swings the trans rate from 0.036 to 0.000 — the 95% confidence interval spans from zero to multiples of the cis rate. Take the bottom two charts as illustrations of the data that exists, not as meaningful rate comparisons.
Underrepresentation Factor: Binary-Only vs. Full Trans Population

The consistency problem
The most frequently cited shooter is Aldrich, who claimed a nonbinary identity — meaning a nonbinary person is being counted in the numerator. But population figures most commonly used exclude nonbinary people from the denominator. This is a methodological inconsistency. Both approaches applied consistently produce the same conclusion: underrepresentation.
Every per-capita figure in this analysis is calculated from 1 to 5 confirmed events spread across a population of 1.9–2.8 million people and thousands of total mass shootings. The 95% confidence interval on the underlying all-time GVA rate is roughly 0.03% to 0.20%. The direction (underrepresentation) is clear across every calculation; the exact magnitude has wide error bars and should not be treated as a precise figure. A single newly verified case would shift the all-time rate from 0.09% to 0.10% — the qualitative conclusion would not change, but the magnitude would.

OPPOSING CLAIM
The Claim
Lott and CPRC argue that transgender individuals are overrepresented among mass shooters by 4–7× when examining public indiscriminate mass shootings between approximately 2016–2023. Their published list includes 8–10 individuals identified as trans or nonbinary.
Their Method
Uses a strict "public indiscriminate" definition, counts 8–10 trans/nonbinary perpetrators, and divides by a trans population share of approximately 0.3–0.5% — an older estimate from earlier CDC surveys.
Issue 1
The population estimate of 0.3–0.5% is outdated. The Williams Institute's August 2025 report places the adult trans population at 0.8% (1.87M binary all ages, ~2.8M total including nonbinary and youth). Using the current figure cuts or eliminates the apparent overrepresentation.
Issue 2
Lott's list includes Butler (never confirmed by law enforcement), Aldrich (post-arrest legal claim only), and Van Rootselaar (Canadian, not in any US database). Removing unverified cases brings his count to 4–5.
Issue 3
Even accepting his full list of 8–10 and his population estimate of 0.5%: 8 shooters / 700,000 trans adults × 100,000 = 1.14 per 100k. The GVA general population rate = 1.76 per 100k. This still shows underrepresentation. The comparison uses the GVA baseline deliberately: if we are asking whether trans people are more dangerous to the general public than anyone else, the appropriate baseline is the rate at which anyone commits a mass shooting — which is the GVA rate. You cannot apply a strict counting filter only to trans shooters and not to the general population; that produces a biased numerator against an unfiltered denominator.
Issue 4
Overrepresentation in Lott's framing only appears when using share-of-incidents (not per-capita) combined with an outdated, lower population estimate. These are not equivalent measures.
What Remains
Lott's strongest legitimate point: if you use share-of-incidents rather than per-capita, and use an outdated low population estimate, and count all disputed/unconfirmed cases, a surface-level overrepresentation can be constructed. All three methodological choices must be applied simultaneously — and all three favor the overrepresentation conclusion in ways that are not individually defensible.
2026 Update
Lott's 2026 posts add Dorgan (Pawtucket) to his list. Dorgan was a targeted domestic shooting — excluded under every strict definition Lott claims to prefer. Including domestic incidents while citing a "public indiscriminate" definition is internally inconsistent.

What This Data Cannot Establish
Age & Sex Confounders
Mass shooters are overwhelmingly young males (~97–98% natal male). The trans population skews younger. Age-standardized and sex-stratified rates would be more precise but require data not currently available in public databases.
Mental Health Overlap
Trans adults have higher rates of depression and anxiety, partly attributed to minority stress. Mass shooters also have high rates of documented mental illness. This overlap would need to be controlled for in a rigorous analysis. This site does not make causal claims about trans identity and violence.
Classification Replicability
The identity verdicts here are based on sourced reporting. Readers are encouraged to check the primary sources linked for each shooter profile to independently verify.
Causation vs. Correlation
Even if rates were higher, this data would not establish trans identity as a causal factor. Individual-level factors — mental illness, social isolation, notoriety-seeking, access to weapons — are documented in each confirmed case. Trans identity is not cited as a motive by investigators in any case on this site.

Mental health context. Research shows many mass shooters had documented suicidality or grievance narratives, but population-level psychiatric diagnoses are poor predictors of mass violence. Only explicit, documented indicators from court records and medical examiner statements are recorded here — not speculative diagnoses. Being transgender is not a mental illness, and this analysis does not treat it as one.
Context: Trans people as victims of violence. While this article examines the claim that trans people are overrepresented as perpetrators, the data on victimization runs in the opposite direction.
